3、投标人资格要求
投标人应具备的资格或业绩:要求制造商类似供货履历，通过ISO9001质量系统认证或一律质量系统的认证，具备优异的市场信誉、拥有完整的售后效劳和手艺支持能力。
投标人近三年内在全球规模有销售与本次投标装备相同型号的相同装备或者相同装备差别型号，但其各项主要手艺指标要等同于或优于本次投标的装备，提供用户清单，作为投标文件的附件。
若是投标人凭证条约提供的货物不是投标人自己制造的，投标人应获得货物制造商赞成其在本次投标中提供该货物的正式授权书原件，授权书必需打印，不到手写。且署理商仅允许一级署理。
投标人必需于投标阻止期前在中国国际招标网（http://www.chinabidding.com）上注册，注册乐成后还必需通过网站的验证。不然，投标人将不可有用地进入招标程序，由此爆发的效果将由投标人自己认真。

The bidder must be before the deadline for submission of bids in the China International Bidding net (http://www.chinabidding.com) registration, after successful registration, must still pass the site verification.
